File-sharers to be 'slowed down' instead of cut off

Minister hints government may back down on disconnection plans

File-sharers could face having their internet connections slowed down, rather than cut off, according to culture secretary Ben Bradshaw.

Bradshaw told the Times: “Our thinking is still evolving. One idea, that people could retain email but have their ability to download cut, is a useful contribution.”

He added that the Government would announce legislation in the Queen’s Speech.

The Department for Business, Inovation and Skills announced last month that it had amended its Digital Britain report to include the power for internet service providers to disconnect users suspected of file sharing.

A number of ISPs, including TalkTalk, have spoken out against what they called the “harsh and punitive” measures.
