House of Lords to consider independent retail bill Local councils may be granted far ranging power to stop retail giants from taking over High Street, thanks to a Bill due to be considered by the House of Lords.

The Bill, which is to be brought in front of the Lords this week, is being sponsored by the Liberal Democrat spokesman for small businesses, Lord Cotter, and a full reading is expected sometime in the New Year.

The Bill, aside from forcing local councils to draw up retail plans that account for diversity, local heritage and the needs of the community, will also call for the set up an independent regulator.

It has also received significant backing from Friends of the Earth and the Association of Convenience Stores.
